Dr. Lock Boyce Makes Motion To Fund Mayo River Rail Trail-Stuart

At Board of Supervisors Meeting June 28, Dr. Lock Boyce made a motion to fully fund the Mayo River Trail Project. His motion was seconded by Roger Hayden. He announced ahead of time he would vote against his motion.
He said this was permissable according to Roberts Rules of Order, to make a motion and then vote against it.
Smith River Board Member, Crystal Harris was absent. She has voted in the past in support of the Mayo River Trail project.
Jay Scudder said that when the board first approved the project, it basically committed to fund it, even though no local funds are expected to be needed.
After the vote was taken, Crystal Harris was brought in on the vote by conference call. Boyce, Hayden voted No on the motion. Harris and Knight voted Yes. Carl Weiss abstained. Chairman Carl Weiss declared the motion was lost on a 2-2 tie. Dr. Boyce contested the decision on the basis of a a paragraph from the Consitution of Virginia.
