Patrick County Board of Supervisors Meeting -May 10

The Patrick County Board of Supervisors met on Monday, May 10, 2010 for their regular monthly meeting.

Board of Supervisors Meeting on May 10, 2010 As reported by Tom Bishop Public Comment Only 2 citizens gave public comment to the Board of Supervisors. Jerry Webb of the Blue Ridge District, who presented petitions to stop the Mayo River Trail project. Charles Vivier of the Blue Ridge District spoke in favor of providing a County-wide solid waste collection. Bond Resolution for VDOT, Right of Way, for US 58 Water and Sewer project. The board voted unanimously in favor of this resolution. Deferred Compensation Plan for County Employees The board voted unanimously in favor of the resolution to set up a Deferred Compensation Plan for employees of Patrick County government as permitted by the Code of Virginia, Sections 51.1-600. This will be a voluntary individual retirement . There will be no cost to the County. Administrative fees will be paid by participating employees. Inspection of the County Landfill Department of Environmental Quality inspection revealed some brown seepage from the closed County landfill. Olver Engineering has tested it and recommends that it be dug out, filled with stone and reseed the area considered a problem. Olver will administer the resolution of the problem at a cost of $5600. Final repairs are estimated to be in the range of $8000-16,000, per Jay Scudder. Solid Waste Fee Structure Jay Scudder, County Administrator, made some recommendations for comprehensive across the board fee structure. His approach will make waste management self sustaining, requiring less of the County operating budget. He believes this will preserve 2.7 cents per hundred on real estate taxes. Additional fee structures would generate approximately $300,000 or more of revenue. A fee based structure on users would reduce pressure on the real estate tax rate. He recommended that individual households be charged a user fee of $3 per visit, up to 5-30lb bags. It would be all handled on a cash basis and assign one of the Transfer Station employees to the collection booth. Currently the Town of Stuart and Rural Services do not pay tipping fees. Charging them could provide a new source of revenue, similar to surrounding counties. Tipping fees would be $50 per ton for Household Waste. He also recommended that the Transfer Station only be closed on Independence Day, Thanksgiving, Christmas Day and New Year’s Day. This is a more limited holiday list, and will be more customer service oriented. After much discussion, about this subject, no action was taken.
