Board of Supervisors Meeting-February 8, 2010  

2/8/10 - The following is a news report on the Monday night meeting of the Patrick County Board of Supervisors.

Patrick County Board of Supervisors-Meeting, Feb. 8, 2010
On Monday, February 8, the Patrick County Board of Supervisors met for their monthly meeting.

Public Comment
Public comment was heard from 6 county residents with comments concerning a variety of issues including:
• Mayo River Trail
• Tax rates on small business
• Danville Power plant payment in lieu of taxes for services provided
• Animal adoption fees
• Caring Hearts Free Clinic budget allocation
• County spending and budgets

Public Hearing on the Animal Pound Adoption Fees
A hearing was held concerning a new Ordinance entitled, “Animal Pound Adoption Fees”. After much debate the ordinance was rejected by a 3-2 Vote, with Karl Weiss, Crystal Harris and Ron Knight voting no and Dr. Lock Boyce and Roger Hayden voting yes.

Mayo River Trail Project
Considerable time was devoted to discussion of the Mayo River Trail project. Roger Hayden made a motion to cease funding, construction, engineering and any and all activities of this project. He said the first segment of the trail along the Mayo River, mostly in the Town of Stuart, was badly damaged by recent flooding, with ditches, pot holes, deep gullies and fences were washed out. His motion was seconded by Dr. Lock Boyce but the motion was lost with Karl Weiss and Crystal Harris voting to continue the project, Roger Hayden and Dr. Boyce voting to defeat the project and Ron Knight abstaining.

Geographic Information System Project
David Bradshaw, President of InteractiveGIS, Inc. gave a report on the progress of this project, which has been funded 100% with a $150,000 grant. It will be completed by the end of February. This project’s goal is to digitize land plats of about 20,900 parcels, providing a web parcel map application and permitting parcel search queries by name and road. Also it will have the ability to provide owner name, assessed valuation of both buildings and land and the acreage.

Restructuring of Office Space 2nd Floor
Jay Scudder reported on this project and said it was originally estimated at $50,000. He says they are looking at scaling back the cost considerably and doing as little as possible and still accomplish their goals.

Budget Schedule report from Jay Scudder
The Feb. 22 meeting will be a work session dedicated to reviewing the 2010-2011 budget.

Other Reports were given by:
• Gerry Hughes of the Patrick County Education Foundation. He gave a status and progress report.
• Lisa Hughes of VDOT. She scheduled a hearing to review the Six Year Plan at the March 8 meeting.
• Tom Rose reported on the Comprehensive Economic Development Strategy Priority Projects 2010-2011, prepared for the West Piedmont Economic Development District
