Illegal dumping of trash, companion animals on highways, right-a-way or private property holds severe penalties.
State of Virginia, 33.1-346, section C
Any person convicted of a violation of this section shall be guilty of a misdemeanor punishable by confinement in jail for not more than 12 months and a fine of not less than $250 or more than $2500, eithor or both

b. Any person convicted of violating this section shall be punished by a fine of not less than $25.00 nor more than $500, and by imprisonment for not more than 30 days in jail, either or both.
