REQUEST FOR PROPOSALSFeasibility StudyNatural Gas PipelineThe Patrick County Economic Development Au Return to main page REQUEST FOR PROPOSALS Feasibility Study Natural Gas PipelineThe Patrick County Economic Development Authority is soliciting proposals from qualified engineering providers for a feasibility study for the planning, construction and operation of a natural gas pipeline including preparation of a preliminary engineering report and, should the Authority determine to proceed with the project upon review of the PER, the planning, design, project oversight, preparation of construction bid documents, evaluation and qualification of construction contractors, project management and inspection, pipeline service startup, and up to three (3) years of pipeline operations and maintenance of the project. The selected provider must also be qualified to advise on cost recovery mechanisms, including mechanisms for metering and analysis of cost and rate structures for natural gas delivery and must be qualified to assist in negotiations for natural gas interstate pipeline capacity and commodity supplies for the period of the service contract. The project consists of construction and operation of approximately 16 miles of natural gas main, including an interconnection to a main interstate gas line and a town border station to provide natural gas service through rolling and flat terrain, with the possibility of expansion of service to other commercial, residential and Economic customers in the vicinity of the Town of Stuart and the county.A full copy of the RFP is available on the Patrick County website http://www.co.patrick.va.us or may be obtained by contacting the Patrick County Administrator's Office at 106 Rucker Street, Stuart, VA 24171, or by calling 276-694-8367. Proposals must be marked "EDA Proposal: RFP-Natural Gas Pipeline Feasibility Services" submitted in accordance with the terms and conditions of the request for proposals, and received in the Patrick County Administrator's Office at 106 Rucker Street, Stuart, VA 24171 no later than 2:00 p.m., Local Prevailing Time, Friday, July 20, 2012. The Patrick County EDA reserves the right to reject any or all proposals.
