Patrick County Board of Supervisors Meeting-July 12

The Patrick County Board of Supervisors met on Monday, July 12, 2010 in the County Office Building from 6pm to 6:54pm.

Board of Supervisors Meeting on July 12, 2010 As reported by Tom Bishop Public Apology by Chairman Karl Weiss Karl Weiss started off the meeting by making a statement of apology to the public for how the previous meeting were conducted He said meetings had gotten out of hand and it would stop tonight. Public comment period will be given. After that portion of the meeting is finished no further public comment will be allowed. Also, no “points of order� from the audience will be allowed. He committed to conduct the meetings as professionally as possible. Public Comment Period No one offered any public comment. CONTACT Representative Paula Cox from Martinsville spoke to the board. She passed out business cards and said she was seeking increased exposure in Patrick County. CONTACT operates the Crisis Hotline and does Wellness Checks. She said they answered after hours calls for Piedmont Community Services. They offer free and confidential services. A Patrick County phone number was given for public use. The Board unanimously approved a Proclamation of “CONTACT Sunday“, August 14, 2010 in the County of Patrick. The purpose of this was to recognize the contributions of CONTACT to the communities of Martinsville, Henry, Patrick and Franklin Counties and urging the citizens to support the work of our local CONTACT organization. CONTACT offers a telephone crisis line that is staffed 24 hours a day. They also offer a reassurance line in which volunteers make daily calls to area elderly and shut-ins who have no one else to check on them. Lisa Price Hughes, VDOT Resident Engineer Spoke to the Board She told about 5 timber deck bridges in Patrick County that would be closed for 12 days and replaced. She also told of the closure of Rt. 773near Clarks Creek to replace a bridge with a box culvert. Closure will last 45 days. Also, a portion of Abram Penn will be closed today for repairs. She reported on a road abandonment project for Old Dobyns Road, near the Primitive Baptist church. Property will revert to the church. This will require Patrick County to post a legal ad with announcement of intent for 30 days, before final abandonment will be accomplished. Jay Scudder reported on the following: 1. Local Government Challenge Grant of $5000. This requires no matching money by the County. 2. USDA gave notice of the project award and “go ahead� for the Patrick Springs Water and Sewer Project. The County has a check list of about 15 items that must be completed for this project to go forward. 3. Unspent school funds in the amount of $367,111 from the 2009-2010 budget period will roll over into the new budget period. This money will be used for the water hookup for the High School and the Town of Stuart. 4. A grinder pump will be installed at the sewer line where it exit’s the New Jail building at the cost of $7500. This will be paid for out of Project Contingency funds. This is to handle items such as pillow cases and sheets that get flushed down the toilet by inmates. 5. He will present a schedule of District meetings at the next Board meeting, that will be open to the public, to give residents opportunity share the following: a. what they like about the County, b. what they consider threats and c. what they consider opportunities. Social Services Budget Appropriations 2nd half of 2010 They approved unanimously the department of Social Services request for budget appropriations: 1-In the amount of $779,606 to cover expenses such as, payroll, service delivery expenses and general operating expenses for the period June-December 2010. 2-In the amount of $97,046 for Comprehensive Services Act expenditures for July 2010-January 2011, and a one time appropriation $15,841 for the salary of Bud Sedwick who is the CSA Coordinator for Patrick, Henry and City of Martinsville. Bills, Claims, Appropriations and Transfers This was approved unanimously. Adjournment Meeting adjourned at 6:54 p. m. The next Board Work Session will be held on July 26th.
