Patrick County Board of Supervisor's Meeting - May 24-2010

The Patrick County Board of Supervisors met on May 24, 2010 in the 3rd Floor Conference room of the Veterans Memorial Building at 6:00p. m. for the primary purpose of a Work Session.

Board of Supervisors Meeting on May 24, 2010 As reported by Tom Bishop Executive Session No. 1 - at 6:15pm Immediately after beginning of the meeting, the Board voted unanimously to go into executive Session to discuss legal matters with Bobby Rorrer, Chairman of the County School Board. At 7:35pm the Board went back into regular public session. Resolution to purchase police vehicles The Patrick County Sheriff department will be able to purchase new police vehicles with a grant from the USDA, Rural Development in the amount of $75,000 with the County using $74,000 of budgeted money as a match with the grant. A period of public comment was offered. There were no comments Resolution was passed unanimously, on a motion by Dr. Lock Boyce and second by Roger Hayden to seek the grant. Public Comment Session Only 3 citizens gave public comment to the Board of Supervisors and it was concerning Waste Management procedures Charles Vivier of the Blue Ridge District spoke again in favor of providing a County-wide solid waste collection. He stated, “It should become our goal that all residential garbage is picked up at the curb and private trips to the dump are kept to a minimum.� His suggestions were patterned after the Grayson County waste collection system. Doug Hullett of Patrick Springs said he takes recycling materials to the transfer station religiously and that Rural Services picks up his garbage. Since he goes to the transfer station anyway to take his recyclables, he questions why he should have to pay for curb side service. Tom Bishop of Dan River District suggested that greater emphasis be placed on recycling in our community, which will keep the volume of garbage down and the expense of hauling it. Also he feels more management attention should be given to the transfer station to keep track of who is bringing trash and make sure the existing rules are followed and out of state commercial waste does not get a free ride. Karl Weiss stated he will not vote for increased fees for solid waste. Roger Hayden, stated emphatically, he would not vote for property tax increases. He is for the waste management fee structure where people pay for these services. Attorney Alan Black asked for clarification on the proposed fee structure for 5 bags of garbage at $3.00. Lbs. or gallons? How much would 2 bags or 3 bags or 4 bags cost? It was agreed it meant 5 thirty gallon bags. And that up to 5 bags would be $3.00. No decisions were made by the Board on changing the fee structure( tipping fees) for Waste Management. Future of Patrick County - Work Session Jay Scudder, County Administrator, stated he would like to have public forums in our County conducted by a Planning Commission person and a Board Member. Input would be sought from the public on, 1. Their likes-dislikes, 2. Future opportunities, and 3.Threats. Zoning ordinances - Some of the board felt we need some limited amount of restrictions, that could include property maintenance codes Jobs - Maintain Beauty of the County. -Crystal Harris said we needed to find ways to provide jobs and make a living, but not destroy the beauty of our County. Other suggestions included: 1. Do an analysis on what it takes to bring in jobs. 2. Conduct a collective promotional program, that sets forth our image of a great place to do business and get behind our educational system. 3. Maintain an efficiently run local government 4. Program to help existing businesses, so that will have incentive to expand 5. Market Patrick County to neighboring North Carolina residents which already own 2nd homes here, shop here, vacation here, and enjoy our retail establishments. 6. Develop skyline ordinances to protect our mountain ridges from over development. 7. Assess our Capital Projects as to where we are, where we are going and what we hope to get out of them. 8. Maintenance of our County buildings. Fix leaking roof. Replace HVAC units as needed. 9. Consolidate County buildings. Reduce expenses. Eliminate old buildings that have high maintenance. 10. Start no additional Capital Projects. No more initiatives. Let the dust settle. Executive Session No. 2 At 9:55 p. m the Board voted on a 3-2 vote to go into Executive Session to discuss personnel and legal matters. Karl Weiss and Crystal Harris voted no.
