Board of Supervisors Approve 2010-2011 County Budget

They voted to approve the County and School Board budget for 2010-2011 for $42.6 million and it passed on a 3-2 vote, with Roger Hayden and Crystal Harris voting no. Other action by the Board included the following.

Board of Supervisors Meeting on April 12, 2010 The Board voted to adopt the 6 year plan for Secondary Road paving which added the following roads to the list: Trent Store Kelly Mill Red Rough Tatum Lane The vote was 4-1 with Roger Hayden voting no because Old Orchard Loop in the Dan River District was not on the list. The Board appointed Patrick Powell of Smith River District to the Tourism Advisory Committee for a 3 year term by a 4-1 vote with Lock Boyce voting no. Mr. Ralph Ison of CenturyLink was originally on the agenda to make a presentation on their plans for installing DSL High Speed Internet services in various areas of the County by the end of 2010. He was not able to attend and many local residents who came to hear his presentation were disappointed. There is an ever increasing need to provide this service to some of our more rural areas, for business and educational purposes. It was announced that he would come at the next meeting and share implementation plans. Jonathan Large was there to express his displeasure with the documentation he had been provided by the Patrick County School Board, explaining expenditures for liability insurance and the disposal of heating and air conditioning units when new ones were installed. He had to pay $717 of his personal finances to get copies of expenditure records and most of the printed paper did not properly answer his questions. Concerning the Approval of Personal Property and Machine and Tool Tax Rate structure. Roger Hayden made a motion to reduce the rate from $1.71 per 100 to $1.53 per 100. The motion lost by a 2-2 vote with Roger and Dr. Lock Boyce voting for it. Carl Weiss and Ron Knight voted against it. Crystal Harris abstained. This would have reduced County income over $200,000. Motion was made to approve the rate at $1.71 per hundred and it passed by a 3-2 vote with Crystal Harris and Roger Hayden voting no. Motion was made to approve the County and School Board budget for 2010-2011 and it passed on a 3-2 vote, with Roger Hayden and Crystal Harris voting no. Harris and Hayden said they received insufficient support to reduce spending, which caused them to oppose the budget. Bills, claims and transfers were approved with the exception of the $72,800 invoice due for the initial payment to the consultant Anderson, due to the fact that documentation on “in kind� contributions had not been finalized.
