County Board of Supervisor's Meeting-March 22-2010

The Patrick County Board of Supervisors met on Monday, March 22, 2010.
Actions by the board:
1. Recognized Ms. Billi Sue Enmann as Poet Laureate 2010.
2. Presented a resolution to the local Boy Scouts celebrating 100th Anniversary of Boy Scouts of America
3. Voted 3-2 to approve a letter to the USDA answering some housekeeping issues for the Patrick Springs Water and Sewer project that included:
a. Stating that Rich Creek Corporate Park is not in Phase I
b. Statement of Initial capacity
c. Statement of Initial rate, which is the same rate as the Town of Stuart
Voting no, Mr. Boyce and Mr. Hayden
4. Amendment to the 2009-2010 budget for $6.4 million appropriation, for funds from Virginia Resources Authority for purposes of jail construction. Approved unanimously.
5. Voted unanimously to restore $5000 to the Library budget that had been cut from their budget in the previous meeting.
6. Voted unanimously to restore $4970 to the Soil and Water Conservation budget.
6. Voted for County Administrator to study and recommend the feasibility of the Transfer Station to become self sustainable. Unanimous.
7. Voted to restore the $1500 budget for a contribution to the Blue Ride Heritage project, on a vote of 4-1 with Mr. Boyce voting no.
8. On a motion by Roger Hayden to cut the real estate tax rate from .48 to .46 (seconded by Mr. Boyce), on a vote of 3-2 the motion lost.
9. On a motion to approve setting the real estate tax rate at .48 per 100, it passed 3-2, with Mr. Hayden and Mr. Boyce voting no.
10. Concering the Tourism budget allocation to the Patrick County Chamber of Commerce, much discussion was had, but no motions were made. So the budget allocation remains at $5000, having been cut by $13,000 (compared to the previous year).
11. Voted unanimously to make Easter Monday a County holiday. This holiday is not on the State of Virginia holiday schedule.
In the public comment segment, Jonathan Large, former member of the Board of Supervisors from Dan River District reported on his efforts to obtain answers to 11 different questions (concerning wasteful spending) to the School Board. He has been seeking answers to some important financial questions and has appealed to the Commonwealth Attorney General's office, using the freedom of information ruling. Through this process, the School Board has hired Eric Monday as their attorney in the controversy.
Roger Hayden from the Dan River District reported on the expansion of Broad Band High Speed Internet in Patrick County. He said that CenturyLink is committed to provide 14 additional switch stations in Patrick County, giving us about 95% of coverage for Broadband High Speed Internet, by the end of 2010
