Patrick County Board Of Supervisors Meeting August 10-2009

The Patrick County Board of Supervisors met on the evening of August 10, 2009 for their regular monthly meeting.

News report Patrick County Board of Supervisors Meeting, August 10, 2009 Carolyn Tatum, Treasurer, reported to the Board year end Fund Balances as of June 30, 2009. There was an ending fund balance of $4,482,688, not including the $22.6 million school construction fund. She also reported that the collection rates for Real Estate Tax was 97.84% and Personal Property Tax was 96.60%. The Board decided it was not necessary to advertise delinquencies in the local newspaper. They conducted a Public Hearing to amend the School Board 2009-2010 budget by an increase of $1,471,470 due to Federal Stimulus funds received after completion of the budget for Technology upgrades and Staff Development. There was no public comment and it was approved unanimously. The Board set the meal tax rate at 4% for the fall referendum, which is the maximum allowed by State law. This passed on a 4-1 vote with Crystal Harris voting no. This referendum does not require residents to sign a petition to have it put on the ballot. The Engineering Services Agreement with Adams-Heath Engineering, Inc. for the Patrick Springs Phase 2 Sewer Extensions Project that would include Patrick Springs Primary School and residents on Spring Road was discussed. No action was taken on this subject. A Public Hearing on the Twice Year Billing for real estate and property taxes was held. Four different individuals spoke against it, including former Board of Supervisors member Danny Foley. It was approved with a vote 4-1, with Crystal Harris voting against it. Carolyn Tatum said that according to the County Ordinance, the taxes would be due twice yearly on June 5 and December 5, starting in June 2010, and if not paid by the deadline, 10% penalty would be charged. The Board voted to permit a 26 day grace period on real estate and personal property taxes before interest would accrue. This was passed unanimously. Karl Weiss provided explanation that the County Recreation Department would be installing signage at Clifton Memorial Park, near Lover’s Leap, saying “beware of bears� and “do not feed the bears�. They are also looking into installing “bear proof� garbage cans.
