Patrick County Board of Supervisors Meeting on July 13-2009

At the regular monthly meeting of Patrick County Board of Supervisors on Monday, July 13, 2009 the following are the results.

News report Patrick County Board of Supervisors Meeting, July 13, 2009 Patrick County 4-H Shooting Education Association Coordinator Brenda Burgess asked permission to make improvements to the Shooting Range at the county transfer station as follows: • Provide electric power and water • Extend the range from 50 yards to 100 yards • Build a 30’ X 32’ building for storage and indoor shooting There would be no additional cost to Patrick County. The proposal was approved unanimously. The board approved with a vote of 3-2 to the Comprehensive Agreement with English Construction Company to proceed on the jail project with Ground Breaking on August 4 and excavation beginning on Aug. 11. Crystal Harris and Karl Weiss voted no because the Sheriff Offices and 911 Center were not included in the agreement. The cost estimates of this portion of the building has not been completed yet. Due to the twice year billing of taxes, Janet Rorrer, Commissioner of Revenue, requested the permission to hire 1 full time person to speed up the completion of the land book at the cost of approximately $29,000 (including salary and benefits). It was approved with a vote of 3-2, with Crystal Harris and Karl Weiss voting no. Dr. Roger Morris, Division Superintendent of Schools, requested Board of Supervisors approval to make 2008-2009 Budget modifications for the following: 1. Carry forward the water project balance of $370,000, that was the proceeds from a legal settlement and it requires no local funds. 2. Carry forward $300,000 for the new track as permitted for school construction/lottery funds. The project was approved in June, 2008, and was not able to be expended due to soil and water erosion issues and $70,000 on the project was saved by waiting. No local funds were required. It was approved by a vote of 4-0, with Jonathan Large abstaining. Dr. Morris reported the American Recovery and Investment Act provided additional federal funds for Patrick County Schools with no local match, on the following projects: 1. One-Stop Center, $86,836 2. SOS Grant, which is the Workforce Summer student hiring, $107,221 3. Title I, $421,089 4. Special Education, $326,097 5. SPED Preschool, $10,981 6. Title II-D, $19,245 Total amount $971, 469 Jay Scudder asked approval of a plan to hire Olver Inc., Consulting Engineers, to make recommendations for re-negotiating the Waste Management contract and finding ways to save money. The cost of the contract will range from $5694-$7740. Expected savings would more than pay for this engineering analysis. Jay believes this could shape a new direction for Patrick County waste management. The vote was 4-1 with Crystal Harris voting no. Crystal said she believed that Jay Scudder is well qualified to do this analysis. Mr. Tom Rose has been notified by the Virginia Department of Transportation that Enhancement Program funds have approved $118,000 for the Mayo River Trail-Phase I and $136,000 for the Dan River Multi-Use Trail. The board passed a resolution for the $75,000 budgeted for new Sheriff Department vehicles and a grant from the USDA for $50,000, making a total of $125,000 for 3 new vehicles.
